East China, including the commercial hub of Shanghai, is relocating people, closing schools and canceling festivities to prepare for what may be the most destructive typhoon in a decade, which is likely to make landfall early on Wednesday.

At 1:00 p.m., Wipha's center was about 400 kilometers southeast of Taizhou, a coastal city in eastern Zhejiang, and was moving northwestward at 20 km per hour, according to the Zhejiang Provincial Meteorological Station.

Wipha was likely to make landfall between the Yuhuan County of Taizhou and Cangnan County, of Wenzhou city in southeastern Zhejiang, before Wednesday morning, the station said.

The "super typhoon" was packing gale-force winds 198 kilometers per hour at its center, it said.

The Taizhou government has closed all schools and factories, and advised the public to stay indoors and avoid going out until the weather clears.

Chen Hongyi, deputy chief of the Taizhou meteorological bureau, said the intensity of the typhoon had been close to that of Saomai, the eighth typhoon last year which claimed more than 400 lives.

"If Wipha made landfall in Taizhou, it would be the strongest typhoon in history to land in the city," he said.

The neighboring Wenzhou city issued an urgent flood warning at 2:00 p.m. Tuesday.

About 166,300 people in Ningde and Fuzhou, northwestern Fujian, had been relocated, and 23,832 vessels in the two cities had been recalled to shore, sources with the Fujian flood control authorities said.

Fujian province has sent out 1.41 million text messages to warn the public of the upcoming typhoon, it said.

Affected by the typhoon, Zhejiang Province received an average 20.4 mm of rain from 5:00 p.m. Monday to 11:00 a.m. Tuesday, with the maximum rainfall measuring 108 mm in some cities.

The provincial hydrological bureau said the water levels of major lakes and rivers remained below the danger line at midday Tuesday.

But the flood control headquarters have warned the public to stay away flood-prone areas, avoid going out in high winds and to stock up on food and water.

Fujian Province on China's southeastern coast has forecast driving rain and gales of 90 kilometers per hour in the coastal areas on Tuesday and Wednesday.

Shanghai municipal government has canceled a parade of festooned vehicles, set for Tuesday night on a square in the Pudong New District, to mark the opening of the annual Shanghai Tourism Festival.

Shanghai has started relocating about 200,000 people living in coastal or low-lying rural areas, although the city was only experiencing intermittent showers early on Tuesday.

The relocations would be complete by 6:00 p.m. on Tuesday, sources with the municipal flood control headquarters said.

China Meteorological Administration activated its emergency response system on Monday, and demanded round-the-clock monitoring of Typhoon Wipha, which has been given a woman's name in Thai.
